They get arrested and released and they disappear, never paying the penalty for minor crimes. There was a guy in Los Angeles who was recently shot by the police for charging at the police with a knife. They scream racism, even though the police officer was Hispanic as well. We check his record, and found he has several alliases. The one given by the family member does not match one from immigration applicationand definetely different from the one from his police record.If you look at our gang problem, most gangs originate because a population of a certain area cannot use the police as they should (for various reasons like corruption, racism, or fear of being arrested themselves). When this occurs, they begin to police themselves, then protect themselves, then, eventually, it gets out of hand and they turn violent when their original purpose is skewed.
