Your brother wanted to play with dynamite...He was lucky that he only got a ticket...In spite of what the maps show, I-5 in the San Joaquin Valley is only 2 lanes each way between the 5/99 split at the bottom of the Grapevine and Stockton...That plus the unpredictability of fog and the ever present truck traffic make both the 5 and the 99 extremely hazardous to drive...The collisions that happen there are not usually of the fender-bender type.Tell your brother to look in the yellow pages for a lawyer who deals with traffic violations and contact them. Over the years, I have had several speeding tickets and I have always sent them to a lawyer and they have always been reduced to a non moving violation. It could cost him $200 or so (maybe more in CA). Chances are, he won't even have to go to court.
