The Office of Civil Rights (OCR) at the U.S. Department of Health and Human Services finalized the long awaited changes to the HIPAA and HITECH Rules, effective March 26, 2013, through the adoption of the Omnibus Rule. This Rule represents the most comprehensive set of changes to HIPAA Privacy, Security and HITECH since its original adoption in 2003, including restrictions for fundraising and marketing activities, and will require covered entities to review their use of Protected Health Information (PHI) before the compliance date of September 23, 2013.Savvy business owners and individuals know that tax planning is not a once-a-year proposition.
